In 2009, the government in Berlin announced that all new wind turbines would be used up by 2025. The government estimated the increase would be $60 billion, and it was followed by other major wind projects, including wind farms in Switzerland, Spain, Italy, Netherlands, Denmark and Norway.

He also said that wind power plants should also pay for a range of health and welfare measures, but he conceded he understood there were barriers to that.

"The main problem that's facing us is that the wind industry won't contribute fully," he stressed.

Solving the problem

He said German politicians were now moving to ensure the safety of both wind and solar power plants, especially in Germany.

"The biggest issue is that if a plant has a strong plant wind doesn't provide any renewable energy, so there is not sufficient renewable energy available. We need to create a system that is a net reduction in that. We need to see what the current system is, and see what does it look like."
