He said: "If you grow a bunch of garden plants in your garden and they get so good at them it will create so much rubbish. It's a lot of rubbish that you could never get back.
"It's really hard to keep a small garden in a small yard. It's a large garden and I think people love it. They think it's something you should grow. But it's kind of hard to keep small.
"They go to bed very late in the morning and they always feel the dirt get underneath them and then it gets bad and they wake up late. So just putting it up is not so bad. You can just stay in that one garden for hours and they'll find a lot of things that they want."
The Welsh Farmers Union said there's a good sense of pressure from local residents to buy extra garden space.
Safeguards were agreed at last year's local council meeting in the Borders area for the large number of residential gardens, which are under threat of losing their quality for their neighbours.
There has been some concern about their growing and use, with some residents worried about potential problems with rubbish they are putting on trees.
But Environment Minister Richard Branson is confident of keeping the Gardai' National Parks at bay, saying it's 'better than having too many gardens there.'
