In the last few years the EPA's list has grown as the agency has begun identifying toxic chemicals in large quantities on a massive scale. A few companies—Kotec, Dow Chemical, Dow Chemical—were named EPA's 2015 and 2016 "Top 12 Chemicals in 2015" for 2015, according to Bloomberg. Those are all companies with long-standing relationships with the EPA, and if the numbers grow too large, they will likely have to step down entirely; by doing so, the EPA may be more willing to abandon its commitment to combat harmful chemicals, or to limit the use of toxic chemicals and to make their use less harmful.

It is not entirely clear what all the companies involved might do to address these threats. But the big chemical companies have already come under more pressure to take action. And, more specifically, the CIPAC advisory committee—the federal agency's top enforcement body—recently dropped a lawsuit that could have lead to the abandonment of most of the EPA's "Top 12 Chemicals" list. CIPAC has called the EPA a "big fish," and says it will review and make changes to the list in the next month. If that happens, the groups will then have an opportunity to publicly voice their concerns.

But those two changes, which are sure to be controversial, would be an unwelcome departure from their previous work.
